How should we deal with torture and ill treatment? one way to deter it would be to increase the penalty for violating this law or increase surveillance for it. Around the world thare are many different kinds of people and goverments, not all of them good and sensible. Everyone should be on the look out for these kinds of things, we must learn to never walk on others or give pain for amusement. Being civilised means represing inner urge's to do something we know are wrong and reporting them whin we see it.
